Rep. Sturla circulating new severance tax proposal
A solution is in the works to solve two hot-button topics at the state Capitol: pension obligations and the taxation of natural-gas drilling.
State Rep. Mike Sturla (D-Lancaster) today began circulating a co-sponsorship memo that proposes what he calls a "fair" severance tax on natural-gas drilling in the Marcellus Shale.
That plan, which includes a sliding tax rate of 4 to 9 percent, based on gas prices, would generate revenue to cover pension costs for the state and for local school districts, as well as help struggling municipal pension systems.
